Billie Gene Palmer, or ‘Bobo” as many knew her, left this world on February 2, 2025, at the age of 64. Billie was born on March 23, 1960, in Amarillo, Texas, to her loving parents, Billy Eugene and Muriel Dean Wilson Foster. 

Billie graduated from Palo Duro High School in 1978, where she forged enduring friendships that would flourish over the decades. Her cherished high school friends gathered monthly for "reunion lunches," celebrating their bonds and the countless memories they created together. This tradition reflected the warmth and camaraderie that defined Billie’s life, and it will remain a testament to the love she cultivated in her community. She married Greg Palmer on July 21, 1990, and were married for the next thirty-three years, until his death in 2023.

Billie was a vibrant and quirky spirit whose passion for flowers and festivities brought joy to all who had the pleasure of knowing her. Billie’s journey in the florist industry began at the tender age of 18 when she joined Love & Sons. Her career blossomed as she opened her own business, Billie's Bouquet of Blessings, making her mark in the community with her unique arrangements and warm-hearted service. After a fulfilling time, she spent nearly nine years sharing her talent at Stevens Flowers in Canyon and retired in 2021 from Freeman's Flowers, leaving behind a legacy of creativity and love for florals. Billie served on the board of the Amarillo Area Youth Council (AAYC) and devoted herself to preparing and delivering provisions for the homeless through City Church. Her musical talents shone brightly as she played the piano and sang as a soloist during church services, uplifting the spirits of the congregation. Billie brought joy to children in her community by dressing as a cheerful clown, spreading laughter and the gospel. An avid lover of holidays, Billie transformed every occasion into a splendid celebration. Her home, church, and the halls of her community sparkled with decorations that encapsulated her belief that every bathroom deserved its own Christmas tree! Billie’s flair for creating magical memories and her infectious enthusiasm for life was unmatched. 

She was preceded in death by her parents, her husband, Greg and by a sister, Mary Foster. 

Billie is lovingly survived by her daughter, Megan Gilmore, who carries forward her mother’s vibrant spirit in all that she does, and her husband Duran; her two sons, Ben Palmer and his wife Lindsey and Rick Palmer and his wife Twyla all of Amarillo; her sisters, Sherry Hughes and her husband Bruce of Amarillo and Kellye Stevenson and husband John of Southlake; and her niece, Jessie Watlington and husband Matt of Amarillo. Although Billie cherished her entire family, her greatest delight came from the arrival of her beloved "Grand Blessings“ Jennah, Sophie, Lily, Alexis, Devan, Quinn, Riley, Connor and Emma. The love she had for her family was boundless.

The family will gather on Thursday, February 6, 2025 at 1:00 PM at Schooler Funeral Home, 4100 South Georgia for a memorial service to honor and remember Billie Gene Palmer, an unapologetic lover of life, flowers, and festivities.
