Billy was born July 15, 1953 in Amarillo to George Doyle and Helen Virginia Romines. He was a drag racing fan.
He is survived by a son Chris Romines of Vega; two sisters; Jerri Garcia of Las Vegas, NV and Glenda Puckett of Sulphur Springs; a brother, Ricky Romines of Amarillo and four grandchildren.
