Marshall Pharr, 84, of Amarillo, died Tuesday, December 29, 2015.
Memorial Services will be at 11:00 AM on Friday, January 8th at St. Paul United Methodist Church with Rev. Steve Stephens and Rev. Scott Willis officiating. Arrangements are by Schooler Funeral Home, 4100 S. Georgia Amarillo, Texas 79110.
Mr. Pharr died Tuesday, December 29, 2015. His body was donated to Texas Tech University Health Sciences Center. He was born April 11, 1931 in Lubbock, Texas, the son of Judge and Mrs. Homer Pharr of Lubbock. He graduated from Lubbock High were he attained the Boy Scout Eagle award. He graduated from Texas Tech University with a degree in Public Administration. He was a member of Phi Delta Theta Fraternity. He married Ann Standifer in Lamesa, Texas on June 17, 1955.

Mr. Pharr served on active duty as a Naval Intelligence Officer in Morocco, North Africa. Returning from service he was a management intern with the City of Lubbock while studying graduate work. He served as City Manager in Andrews and Plainview, Texas. He was active in Rotary and served as president in both Andrews and Plainview. Moving to Washington D.C., he was Administrative Assistant to Representative Kent Hance. In 1979 he became Manager of Governmental Relations as a Utility Lobbyist for SPS in Washington, D.C., Texas, Oklahoma and New Mexico. He retired in 1996. Retirement included ranching at Flat Top Ranch in Quitaque, Texas. Marshall and Ann have been blessed with thirteen grandchildren and four great grandchildren.

Mr. Pharr was Vice-President of South Plains Boy Scout Council. He was a member of Texas City Manager’s Association and President in 1976, a member of Texas Municipal League, member of Texas Municipal Lobbyist Association, Utility Lobbyist Association, member of Plainview Masonic Lodge and Amarillo Khiva Temple, member of TROA, St. Paul United Methodist Church and Friendship Sunday School Class.

Mr. Pharr was preceded in death by his parents and a brother Lee Pharr.

He is survived by his wife, Ann Pharr of Amarillo; a son, Mark Pharr and wife Dee and their three sons and daughter of Round Rock; daughters, Terri Bigham Gill and husband Winfred and their four sons of Canyon, Denise Pharr Lauferswiler and her son and two daughters of Amarillo and Angela Pharr and her two daughters of Amarillo; and a sister, Jewell Dawson of Houston and her three sons.

The family suggests memorials be made in Marshall Pharr’s name to St. Paul United Methodist Church 4317 W. I-40 Amarillo, Texas 79106, Shriners Hospital for Children, 2900 Rocky Point Dr., Tampa, FL. 33607, or Alzheimer’s Association National Office, 225 N. Michigan Ave., FL 17, Chicago, IL 60601.
