Vicki was born on July 4, 1950, in Amarillo, Texas, to her parents, Ben and Bettye Bell Foster. With a spirit as vibrant as the fireworks that celebrated her birthday, Vicki embraced life with joy and enthusiasm, often playfully declaring that all Fourth of July festivities were in her honor. On October 4, 1980, Vicki married the love of her life, Earl Wayne Covey, in a beautiful ceremony at the Amarillo Botanical Gardens, where their shared laughter and love blossomed. Vicki dedicated her professional life to public service, first as a Health Planner at the Panhandle Regional Planning Commission, then as the Community Development Coordinator for the City of Lubbock. From June 1981 until her retirement in July 2015, she proudly served the City of Amarillo as Director of Community Development, Director of Planning, and finally Deputy City Manager of Amarillo, where her contributions left a lasting impact on the community.
She was preceded in death by her parents.
